An officer is given the election duty(Observer) to ensure in his district the election happens in a fair manner. He supports party A and wants that party to win but he finds out that fake votes are being casted for Party A against Party B. The following options are available at his disposal. You are an officer at under secretary level. You get a bill from proper channel which is to be passed. However, after scrutiny you find out that one of the supporting documents is missing. You ask your staff to provide the same and he replies that the document is not important and requests you to pass the bill anyway. What options do you have with you concerning the bill. The document is mentioned in SOP as a required document. You don’t want the work to be delayed but also want the probity to be ensured. What should be the correct course of action?
